A captain who led the municipality before Eugénio Dias Poitout. The municipal-library chronology gives 1960–1961, while the academic register begins in 1959 and spells his surname Pedroso. Presidential archive telegrams document municipal correspondence from this period.

The Presidential Archive holds two relevant telegram records. GB.0500/1439 covers a birthday greeting to Américo Tomás dated 20 November 1959 and a reply of 4 December; the catalogue explicitly places a question mark beside the attribution to Manuel Pedrosa Gonçalves. GB.0500/1800 describes a one-sheet telegram dated 19 November 1960. These are catalogue descriptions, not newly transcribed facsimiles.

The military rank of captain appears in the municipal chronology. That chronology gives 1960–1961, whereas the academic register gives 1959–1961 and uses the spelling Pedroso. Both variants are retained for research. The available records do not establish his birthplace, education, military postings or exact dates of appointment and departure.
